Underwriters Surety, Inc. (USI) was founded in 1986 by John T. "Jack" Whitlock and William B. Carmichael after recognizing the need in the bail industry for a forward thinking, innovative company specializing only in commercial surety bail. Between Jack and Bill their experience encompassed virtually every level of the bail bond business. While Jack had experience as a retail bail agent, multi-state general agent and surety representative, Bill had experience in property and casualty, finance and bail. Their respective backgrounds made them an ideal team in a partnership that would last 18 years.

Getting under way, USI soon became the national bail manager for Indiana Lumbermens Mutual Insurance Company (ILMIC), a mutual company licensed to write in 50 states. USI soon began contracting with bail agents all over the country appealing to those bail agents seeking an underwriter with real bail experience.

USI represented ILMIC through 1990 before switching to National American Insurance Company (NAICO) where USI enjoyed a 13 year relationship. As NAICO exited the bail industry, things came full circle as USI resurrected its relationship with ILMIC in 2004. We consider it quite a compliment that our business partners from the past have chosen to partner with us again. USI's owners acquired American Surety Company (ASC) in 1993. American Surety was purchased with one purpose in mind, creating a national insurer specializing in bail. At that time, ASC was licensed only in California . Since 1993, American Surety has expanded its coverage to 42 states while continuing to focus on commercial surety bail.

Our sister bail programs provide us with the flexibility to best serve our agents. Because of our extensive backgrounds at all levels of bail and customer service, we understand the problems bail agents face on a daily basis. This understanding allows us to work with bail agents in ways other companies cannot, or will not.

We believe in making this industry stronger, and as such, we stay actively involved in all levels. Through our association with the American Bail Coalition, ASC/USI contributes considerable resources towards fighting the spread of taxpayer funded liberal release programs and any other entity with designs on harming our industry. We also belong and participate in most national, state and local agent organizations, in addition to working closely with groups such as the American Legislative Exchange Council (ALEC) and the Indiana Insurance Institute.

Our Companies are proud to be industry leaders in applying technological innovation to the management of client information through our relationship with BARS Network, an internet based agency management program; through disseminating information to our bail agents through our company web mail system and circulating industry information to all bail agents via our quarterly news magazine.
